Embedded Power Generation for Local Municipalities

Energy generation is good for the environment and a cost effective tool. Low-carbon technologies such as wind turbines, solar panels and wood fuel boilers use renewable sources of energy, so less fossil fuel is used, which reduces the carbon footprint.

South Africa faces server strain in terms of electricity as depicted in the 2008 load shedding. According to the National Energy Regulator of South Africa (NERSA), the value of small scale embedded generation reduces the demand for electricity. So with this intention, eThekwini Municipality together with the KZN Sustainable Energy Forum (KSEF) hosted a workshop on the role of Municipalities in Embedded Power Generation.

During the workshop informative presentations were done on embedded generation by: Non-Governmental Organisation, Sustainable Energy Africa, South Africa’s main supplier of energy, Eskom and the Electricity Department within eThekwini Municipality. Pertinent processes such as the application process for embedded generators was discussed. It was revealed during the presentations that eThekwini Municipality is the only Metro Municipality that has issued Power Purchase Agreements (PPA’s) in terms of embedded generators.


Lindiwe Zondi an Energy Manager from uMhathuze Municipality was encouraged by the context of the workshop. She said, “I am interested in implementing embedded generators within my municipality because customers have been enquiring and are interested in purchasing generators.  I have learnt a lot about processes involved in embedded generators like the application and cost processes etc. It is very beneficial to learn what other municipalities are doing in terms of embedded generation.”
