Bringing a SMILE to Namibia

When the CEO of Swakopmund was introduced to eThekwini’s Municipal Institute of Learning (MILE) in 2011 he was very impressed with the notion of a City Council committing resources to sharing knowledge on the continent. In fact he was so inspired that over the last three years he had mobilised the support of his Council to establish a Swakopmund Municipal Institute of Learning (SMILE) to coordinate the knowledge management agenda in Namibia.

 SMILE was launched last week at the new offices of the Swakopmund Municipality. City Manager, Mr Sbu Sithole responded to the call by the international United Cities and Local Governments (UCLG) in Barcelona, Spain to support the development of a learning institute in Namibia by allowing two of eThekwini officials to share the experiences of MILE and assist in helping develop their learning programme. Swakopmund GM of Corporate and Human Resources, Mr Marco Swartz was totally committed to rolling out SMILE to ensure that as many Namibian municipalities are exposed to examples of good practice. He acknowledge the efforts of eThekwini, “We are grateful to MILE for sharing their journey and will no doubt be drawing again on them in the near future” “.
eThekwini is currently also supporting 5 smaller municipalities in Namibia to craft their development plans. In reviewing progress made to date by the eThekwini-Namibia partnership, the CEO of the Namibian Association of Local Authorities, Mr Nate Areseb was also very positive about recent developments and excited that over the next three months all municipalities supported by MILE will have visions and strategies.
The launch of SMILE coincided with a technical exchange on city planning and development with officials from Kwadukuza who were exposed to the innovations in Swakopmund from financial management to sewage water recycling. Kwadukuza Municipality itself has been receiving technical support from eThekwini via the MILE support programme.
