What do the words “panchayat, gram sabha and Kudumbashree” have to do with citizen engagement? These words took on meaning for our eThekwini delegation that was part of a Learning Exchange with officials and politicians jointly facilitated by the
Kerala Institute of Local Administration (KILA) and the Municipal Institute of Learning (MILE).
The
eThekwini team was given a hands-on experience of the community based planning mechanisms as implemented by the internationally recognised Kerala model of democratic decentralisation. Cllr. Dlamini, the Deputy Chair of the eThekwini’s Governance and HR Committee and was received by Kerala’s Minister of Social Justice and Panchayats summed up the learning experience as “this is what we have come to learn about”.
