City hosts first Master Class on Performance Monitoring and Evaluation

About fifty municipal officials from across South Africa attended the Inaugural Master Class on Performance Monitoring and Evaluation hosted by eThekwini Municipality’s Performance Monitoring and Evaluation Unit in partnership with MILE and KZN COGTA from 25-27 November 2015 at the Moses Mabhida Stadium in Durban.

The Master Class provided an opportunity for government practitioners to engage on improving performance monitoring in cities and deliberate on key matters emerging in the implementation of PME in local government.

The Master Class was facilitated by seasoned professionals and experts from the Municipal Institute of Learning (MILE) and the Performance Monitoring and Evaluation Unit. EThekwini Municipality has been innovative in its approach and enjoyed recognition for building organisational efficiency in its monitoring and evaluation.

Practitioners discussed legislative aspects, the integration of PME on municipal Integrated Development Plans (IDP) and streamlining key indicators for PME in line with the Back to Basics Programme. Other modules explored organisational and individual performance, reporting, quality assurance and auditing of performance.

“This master class was designed specifically for local government practitioners who are grappling with performance management challenges. It offered an opportunity for practitioners to engage on emerging practices and lessons learned in PME,” said Nirmala Govender, Head of the PME Unit.

She said PME aims to monitor, evaluate, review and report on the implementation of the municipalities objectives outlined in the IDP. It is important to ensure the implementation of plans and projects, measure the development impact of these projects and ensure efficient utilisation of resources.

Sandra Greyling, Senior Manager, COGTA, said PME is crucial aspect to improving service delivery and reminded delegates of governments Back to Basics programme. She said it was important to ensure that there is synergy between policy, plans and implementation.
